Mr. Coy L. Johnson
Chairman |
Coy L. Johnson has served as Chairman of Florence Housing Authority's
Board of Commissioners since 1991 and has been on the board since 1979.
"My role as Chairman of the Board of Commissioners is to guide the
Board in establishing all policies and procedures necessary for the
management of the Authority's activities," Johnson said.
Johnson recalls wanting to serve on the Board of Commissioners in order
to improve other people's quality of life. "I first became interested
in serving in this capacity because I felt that I could make a
difference in the lives of others," he said. "We provide housing
assistance for approximately 8% of the city's population. This is an
opportunity for me to give back to our community."
Johnson is proud of the Authority he works with. "We have one of, if
not the best, managed Authorities in the Southeastern United States,"
he said. "Our Authority is recognized throughout the region for our
high level of professionalism. This is a tribute to our entire Board of
Commissioners, our Executive Director Shaler Roberts, and his entire
staff. Our goal is to continue to provide support and assistance to the
citizens of this city, and to make a real difference in people's lives."
"Mr. Coy Johnson has been very instrumental in enhancing the quality of
the Authority's housing communities, administration and maintenance,"
said Shaler S. Roberts, III, Florence Housing Authority Executive
Director. "Under his distinguished leadership, the Authority has made
great strides in improving and maintaining its neighborhoods for the
benefit of all residents of Florence Housing Authority."
Johnson and his wife, Ceola, have two daughters and one granddaughter.

Mr. Thomas L. Foster |
Thomas Foster, who retired as scheduling supervisor in production
control for Reynolds Metals Company, has devoted a portion of his time
since joining the board in 1985 to Florence Housing Authority by
serving on the Board of Commissioners.
"I became interested in the housing board through a friend at Reynolds
who served on the Sheffield Housing Authority Board of Commissioners,"
Foster said. "Being a life-long resident of Florence, I knew this would
enable me to do something for the city and its residents."
Foster's goals for the Authority include continuously upgrading and
improving all properties and seeing a larger percentage of tenants
become self-sufficient. "Being able to meet such goals is not only a
benefit to our tenants, but also an asset to the city of Florence as
well," he said.
"I have enjoyed working with an Authority that is professionally run
and operated with sound fiscal policies and dedicated employees," he
said. "The members of the Board and our director are all very
knowledgeable and dedicated. We may not always agree on everything that
comes up for discussion, but we all feel free to express our feelings
on any issue that comes before us."
Foster is proud of the accomplishments the Authority has reached thus
far. "We are providing affordable housing which tenants can be proud
of," he said. "I am very pleased with our community health clinic which
provides health care to our citizens with no health insurance. The
Authority's police protection has also proven to be very beneficial to
our tenants and the Authority as a whole."
A graduate of The University of Alabama with a degree in Industrial
Management, Foster retired in January of 1998 after 37 years of service
with Reynolds Metals Company. He is professionally certified in
production and inventory management (CPIM), a 31-year member of the
Tennessee Valley Football Officials Association where he has served as
president, assigning secretary and board member. Foster has also served
as a board member of the Alabama Alumni Association and Quad Cities
Quarterback Club.
Foster and his wife, Carolyn, have three daughters, Kim, Lynn and Mary
Beth and three grandchildren.

Mr. Robert C. Redd |
Robert Redd, President of The Redd Group, a sales management and
customer service training consulting firm, has served on Florence
Housing Authority's Board of Commissioners since 1991. He currently is
vice-chairman of the Board. His interest in the Authority has been
present since the beginning of his career.
"I worked early in my career for Florence Housing Authority as Project
Coordinator," Redd said. "This was during the late 1960's when urban
renewal was really in full swing. I felt the mission of the agency was
absolutely essential to Florence. There will always be people that need
a nice, clean and affordable place to live. Everybody has situations
where they are temporarily set back, and without the Authority, a lot
of people would slip through the crack."
Redd is pleased with the fiscal responsibility of the agency and the
police presence which ensures the safety of residents. "Having our own
officers gives our residents a feeling of safety and a sense of
security," he said. "It also shows the sensitivity of the Authority to
resident's needs in that we have implemented programs that are
beneficial to them individually as well as a community."
A native of Florence, Redd attended its public schools, as well as The
University of Mississippi and The University of North Alabama. He
graduated in 1968 with a degree in Political Science and History. Redd
is also a graduate of the Graduate School of Banking at Louisiana State
University, the Alabama Banking School at The University of South
Alabama and the Southern Trust School at Birmingham Southern College.
Redd serves as a Board Member for the Alabama Council on Economic
Education, Chairman of the Administrative Board and Board of
Pensions-United Methodist Church, Founding Chairman of the Forks
Preservation Committee, Trustee of the Shoals Chamber Foundation and
United Way of the Shoals, Chairman of BCA's Regional Advisory
Committee, Board Member of Progress PAC and is a Rotary International
Paul Harris Fellow.
Redd and his wife, Josephine, have two daughters, Catherine and Carroll.

Mr. Russell L. Carbine |
Mr. Russell L. Carbine
Russell “Rusty” Carbine, a Florence native,
joined the
Florence Housing Authority board in 2008. Having served as President of
Carbine Construction Company since 1995, Carbine holds Professional
Engineer Licensees in Alabama, Mississippi and Kentucky and is licensed
as a General Contractor in six states.
Aside from his involvement with the Florence
Housing
Authority, Carbine is President of the Florence High All Sports Booster
Club and serves as Secretary of the Florence/Lauderdale Industrial
Expansion Committee. He has also previously served as Chairman of the
Industrial Development Board for the City of Florence.
Carbine and his wife, Anna, have three
children,
Tiffany, Allyssa and Caleb.

Ms. Joyce M. Malone |
Ms. Joyce
Malone, a resident of Handy Homes has served on the
Authority's Board of Commissioners since June 2000 first as a Resident
Delegate and currently as commissioner.
A resident of the Authority's public housing
since 1997, Ms. Malone is
retired, but active in numerous activities. She especially enjoys the
programs provided by the Senior Center such as ceramics and clay
pottery classes.
"I have really enjoyed living in Handy Homes,"
Ms. Malone commented.
"The Authority staff has been so helpful and I have some wonderful
neighbors."
"Ms. Malone has been a great asset to the Board
because of her insights
and perspectives. She will help us to continue to address the needs and
concerns of our residents to the fullest possible extent," said Shaler
S. Roberts, III, Executive Director of Florence Housing Authority.
